I figured out a way to do it by setting up a web server, using the launcher.html file that soulleecheer gave out, and redirecting rappelz.gpotato.com to 127.0.0.1 Here's the details:
1. Download TinyWeb which is an extremely small web server.

2. Download rappelz-launcher.zip (3.6k) from my site, which simply contains the launcher.html file that soulleecher kindly uploaded.

3. Extract tinyweb.zip to some place where you keep your apps. Personally I extracted it to c:\Program Files\TinyWeb\
4. Make a new folder on your hard drive and extract rappelz-launcher.zip to it. In my case, I made the folder c:\web\. In that folder, there should be only one file called launcher.html
5. Create a shortcut on your desktop with the target set to:
"C:\Program Files\TinyWeb\TINY.EXE" c:\web\
and set the startup to
"C:\Program Files\TinyWeb"

This tells tinyweb that we want to serve the files in c:\web\
6. Open up the file c:\WINDOWS\system32\drivers\etc\hosts in a text editor like notepad.exe and add this line to the end of it:
127.0.0.1 rappelz.gpotato.com
7. Double-click that shortcut you made on your desktop to start the Tinyweb server. You won't see anything since Tinyweb has no graphical interface.
8. Test to see if tinyweb is working. Using your browser, go to
127.0.0.1/launcher.html
and you should see the familiar loader screen, except all the images will be missing. If that works, close your browser since it's not needed.
9. Start Rappelz like you normally would, and you should see that the loader works, but it has missing images. Just click the big missing image on the right to launch the game.
I think that's it. Hopefully I explained it ok.
IMPORTANT: after the Rappelz staff have fixed the index server problem, make sure you remove the line from the hosts file that we added in step 6. If you don't remove it, the real rappelz web site and forum won't work because it will be trying to connect to your computer (127.0.0.1) instead of theirs.
NOTE: When you no longer need Tinyweb running, you can press Ctrl-Alt-Delete, go to Task Manager and click the "End Process" button with the TINY.EXE process highlighted. Unfortunately, it's the only way to close it.
